First - Do No Harm: Inclusionary zoning can help entire communities economically - IF done the right way

Balancing the development of affordable housing without disrupting existing neighborhood growth and stability is an important issue facing every urban center. On one hand, even the soft housing market is not enough to help moderate income families keep pace in home ownership. On the other, mandating zoning and other regulations to require the development of moderate income housing can seriously backfire if poorly planned. John McIlwain, the Urban Land Institute’s Ronald Terwilliger Chair of Housing, has a thoughtful column in the September/ October ULI Multifamily Trends Magazine.
